The arrest of senior officials at the Mombasa-based Parastatal informs a well know fact about the operations at the post that has been operation under the protection of Transports CS James Macharia and puts on the spot a former journalist by the name Mwaniki Munuhe.

It is the same cabal that orchestrated the frustration and eventual resignation of Manduku. At the center of the scheme is the involvement of a former Standard journalist Mwaniki Munuhe said to be Transport CS Macharia’s proxy for all the big tenders such as the Nakuru Mau Summit road worth Ksh160 billion won by a French consortium.

Munuhe is also said to be the proxy for CS Macharia in the proposed Nairobi expressway road being done by CRBC. Before he got into money-heist, being the conduit for Transport CS James Macharia, Mwaniki Munuhe was your ordinary journalist crafting his trade at the Standard.

In documents released by the office of the Deputy Public Prosecutor, a long list of Kikuyu employees of the corporation, squarely completing the jigsaw about operations and procurement procedures therein, pointing at connivance and direct involvement of the CS and his proxies.

Patrick Nyoike, the General Manager Finance at KPA has been in arrested in Mombasa over claims of irregular payments amounting to Ksh.214,548, 340.80.

A statement from the Office of the Director of Public Prosecutions said investigations unearthed a scandal at KPA where Mr. Nyoike apparently used his office to confer the funds to Nyali Capital Limited.

“Indeed, Patrick Wambugu Nyoike facilitated  Nyali Capital Limited’s micro finance business to finance the KPA suppliers, Local Purchase Order (LPOs) and Local Service Orders (LSOs) and thereafter used the KPA system to have the principal and the interest from the said suppliers remitted to Nyali Capital Limited’s account by the KPA,” it reads.

According to the DPP, the directors of Nyali Capital Limited are the suspect’s Alfred Hinga Nyoike and one Peter Ndichu Kinyanjui.

Mr. Nyoike’s wife Jacinta Wanjiku Wambugu is said to be the company’s General Manager.
“This clearly demonstrates a conflict of interest on the part of Patrick Wambugu Nyoike, the General Manager Finance at KPA,” the ODPP’s statement adds.

Isaac Obunga, a clerical officer at KPA, is also said to have irregularly identified Nyali Capital Limited as a vendor in the KPA vendor portal.
The suspects will be facing charges of abuse of office; conspiracy to commit an offense of corruption, failure to disclose a private interest to his principal and dealing with suspect property.

Mwaniki was also named by Kabura during the NYS1 scandal that adversely mentioned Kirinyaga governor Ann Waiguru, as being one of two media gurus she was introduced to by then Devolution CS .

Mwaniki Munuhe is said to be worth more than Ksh,10 billion –an amount that he can’t account for and is suspected to be indirectly linked to the Transport CS.

There is no denying Mwaniki Munuhe is a man on the spot for all the controversial reasons and enjoys extraordinary protection.
