Criminal investigations into the controversial Sh1 billion mobile clinic containers have stalled after the Chinese government blocked EACC probe into the scandal.

Consequentially, EACC has been unable to obtain information on the pricing and purchase, thus frustrating efforts to prosecute entities and persons behind the scandal.

With this new development, Uhuru’s RelaThieves who were adversely mentioned in the scandal can now walk Scot free.

EACC says the Chinese government has snubbed Kenya’s request for Mutual Legal Assistance.

This is a pact that provides for collaboration and assistance between two or more countries for gathering and exchanging information related to enforcement of criminal laws.

It now becomes difficult for the anti-graft body to know the actual cost of the 100 mobile clinic containers that have been lying idle since 2015 at a yard in Mombasa.

President Uhuru Kenyatta’s Relathieves are among owners of companies suspected to have irregularly benefited from the scandal.

Uhuru’s sister Nyokabi Kenyatta Muthama and cousin Kathleen Kihanya are reportedly associated with Estama and Sundales International LTD which were awarded the mobile clinic contact.

In 2016, ODM leader Raila Odinga took President Uhuru Kenyatta to task urging him to resign since his relatives were implicated.

This scandal is President Kenyatta’s. He must deal with it as such. He must tell the country what he knows, ,” said Raila

The mobile clinic containers were prefabricated in China and EACC sought the country’s collaboration to know whether their prices were inflated.

At 100 containers for Sh 1 billion, it goes that one container cost a whopping Sh.10, million.

According to EACC own estimates, the total cost for the 100 containers together with the assorted furniture and medical equipment should have been approximately Sh 308 million.

The mobile clinic containers were meant to increase access to healthcare services in slums and rural areas.

An audit by EACC revealed the ministry of health paid Sh800 million upfront before the contractor installed, commissioned, and or handed them over to the ministry.

The payment accident to EACC contravened the agreement between the supplier and the ministry thus prompting the probe.
But efforts by EACC to the Chinese Embassy in Kenya to facilitate the expeditious processing of the MLA request have not been forthcoming.

The revelation by EACC begs the question as to whether powerful people in government frustrated the probe in order to shield the Relathieves of the first family.
